Job description

A the Head of Operational Procedures and Information Management , it will be your responsibility to lead the HMCG Procedure and Information management Team and provide oversight of the production, publication and overview of all operational agreements and procedures for HMCG.  This includes key critical areas of the business, specifically, maritime, coastal, and aviation.  Ensuring that procedures are fit for purpose and meet both national and international requirements.

In addition you will oversee projects within team, ensuring appropriate governance arrangements to support the project, identifying risks and mitigating action and reporting on progress to senior managers and stakeholders.

You will have the opportunity to influence how HM Coastguard is going to operate by being heavily involved in the research, planning and preparation of process and procedures that is provided to the decision makers. You will have the opportunity to explore new ways of working and communicate process to a variety of stakeholders to ensure key messages are not only delivered but understood.

Your responsibilities include but are not limited to:

  • Accountable for the strategic development and management of HMCG operational procedures to ensure they are relevant, current, and compliant with relevant legislation, international guidance, organisational objectives and the HMCG business plan.
  • Accountable for the strategic delivery of the content management system of the Coastguard Information Portal (CIP) and CRSONLINE for the Coastal Rescue Service Website and other web platforms, providing access to operational procedures which are accurate, consistent and comprehensive whilst maintaining accurate documentation of version control.
  • Collaborate with staff in HMCG Operations, Department for Transport (DfT), other Government Departments and industry, to develop a comprehensive set of operational procedures covering all aspects of HMCG aviation, coastal, maritime Search and Rescue and Offshore renewable energy.
  • Provide advice to HMCG senior leadership team on matters relating to the development, maintenance and governance of HMCG procedures and Information.

Person specification

About You

To be successful in this role, you will need to have demonstrable experience in operational procedure design and a working knowledge of ISO 9001-2015.

You will have previous experience of working in emergency response operations at tactical and strategic levels and or knowledge of the maritime industry sector.

Building brilliant working relationship quickly comes like second nature to you, including excellent interpersonal skills, with the ability to communicate effectively with senior external stakeholders.

Additional Information

This role will be based in the Southampton HQ (or relevant office).  MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.

The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager.

The role holder will be expected to participate in ongoing continuous professional development, and this may require spending time away from home and the workplace.

The role holder will be required to undertake travel nationally and internationally to represent the MCA and/or the UK. However notice will be given prior to travel.
