The Civil Nuclear Constabulary (CNC) is an armed police service that’s dedicated to the nuclear industry. Our IT department has a need for ever closer collaboration – it is critical that IT understands the operational requirements of the organisation and provide the right solutions and systems to support and deliver these. We require a C3 Incident Management System Manager to join us and deliver the mission critical Incident Management Systems (C3IMS), control room ICCS and service of the C3IMS team.

Working within the Operational Technology team, you will create systems usage policies and processes, and support operational command and control policies, where linked to the C3IMS. You’ll engage with users and senior leaders to determine the requirements for the systems through life, and ensure upgrades and configuration supports business requirements, control room users and incident managers to deliver the mission. You’ll have budget responsibility for system support and development throughout the contract life – this is £11M for the current system over ten years!

Some of your responsibilities will include:

  • Ensure the C3IMS remains fully operational and accessible to users, is aligned with legislation, best practice and national standards including CNC’s obligations under MoPI, NSIR, NCRS etc. to ensure a fully compliant system
  • Leading, motivating, developing and running the C3IMS / control room system team and any temporary resource
  • Develop, define and document system policies and procedures in relation to C3IMS, Command and Control, control room use and interlinked policies such as call signs
  • Build a through life capability plan for the system, looking across the business and operational divisions to seek opportunities to improve and enhance system capabilities, expand use and further derive value for money
  • Own the planning, management and delivery of all upgrades and projects – working with site operational leads, internal teams, suppliers, SLCs and ONR to ensure compliance with site license conditions and rules
  • Manage the C3IMS contract and ensure compliance with the financial variation through life in line with EU and UK law

To be successful in this role you will have the following experience and skills:

  • Management Qualification and experience in leading technical systems and support teams, in a service management capacity
  • Proven understanding of the complexities of supporting mission critical capabilities within a regulated, multifaceted and emergency response environment
  • Agile and flexible approach and able to respond quickly to changing environments
  • Demonstrable fault analysis, problem management and decision making capability
  • Project management qualification or experience of running projects from planning through to delivery
  • Ability to influence and persuade senior collaborators and managers
  • Demonstrated experience of providing advice to all levels of personnel, from Senior Management to users and practitioners
  • Commitment to continuous improvement

There will be occasional travel to our different sites –  a driving license is essential for this position in order to access these. Travel and accommodation will be paid for by the CNC
