Maritime and Coastguard Agency (MCA) is seeking a Technical Learning and Development Consultant. The MCA implements the government’s maritime safety policy in the UK and works to prevent the loss of life and occurrence of pollution on the coast and at sea. The UK Technical Maritime Services (UKTMS) Directorate supports this mission by inspecting and surveying ships to ensure compliance with UK and international safety, security and environmental standards. It also certifies ships and seafarers, manages the UK Ship Register, and contributes to responses involving pollution from shipping and offshore installations.
As a Technical Learning and Development Consultant, you will lead the strategic review, design and continuous improvement of directorate-wide technical learning and competency frameworks that build workforce capability and support operational excellence. You will drive the modernisation of UKTMS technical training by identifying capability gaps, developing competency and certification frameworks, and supporting workforce transformation. Using instructional design expertise, strategic workforce planning, digital learning technologies and data-driven evaluation, you will ensure training is effective, compliant and aligned with future workforce needs.
Top Responsibilities
- Leading the development and continuous improvement of technical learning and competency frameworks that support capability and organisational priorities
- Identifying capability and skills gaps through training needs analysis and workforce assessments to inform workforce planning, capability development and evidence-based recommendations.
- Providing strategic advice on capability risks, training investment and workforce planning.
- Designing and implementing learning pathways, blended learning solutions and competency-based development programmes.
- Advising on instructional design best practice, learning technologies and modern learning approaches.
- Leading learning and capability projects, monitoring risks, dependencies and delivery outcomes.

About You
To be successful in this role you will need to have the following experience:
- A recognised qualification in Instructional Design, Digital Learning, or Learning & Development (e.g. CIPD or equivalent), or alternatively substantial equivalent professional experience.
- Proven track record of designing, developing, and implementing technical competency frameworks and/or professional certification pathways from inception to delivery
- Demonstrable experience leading the design and delivery of large-scale technical training or workforce capability strategies
- Strong stakeholder engagement and influencing skills,
- Experience of analysing complex workforce, training, compliance or operational performance data and translating findings into actionable insights, recommendations and improvement initiatives
- Strong experience in training needs analyses and skills gap identification,
- Proven experience in the application of instructional design principles to develop technical training, with specific expertise in developing interactive e-learning, digital solutions, or blended learning models.
