The Maritime and Coastguard Agency (MCA) is seeking a Regulatory Programme Management Officer. The MCA implements the government’s maritime safety policy in the United Kingdom and works to prevent the loss of life and occurrence of pollution on the coast and at sea.  The MCA is responsible for regulating the maritime industry and providing emergency assistance to workers and the public to prevent loss of life and mitigate environmental disasters.

 

As the Regulatory Programme Management Officer, you will be instrumental in the coordination, programme management and delivery of all activities necessary to ensure the MCA meets its responsibilities for implementing international and domestic obligations in UK law.

 

Top Responsibilities

  • Working closely with the Regulatory Programme Manager to manage the MCA’s legislative programmes, providing support and advice to teams/branches responsible for the transposition of international and domestic maritime policy initiatives into UK law.
  • Supporting DfT Lawyers as required, including on the coordination and management of MCA requests for advice to lawyers
  • Taking responsibility for allocated projects to implement international and domestic maritime obligations into UK law.
  • Assisting in providing a centre of expertise for MCA on matters relating to regulatory/parliamentary delivery, and the use of simple and robust project management tools and techniques.
  • Managing Post Implementation Reviews (PIRs); providing assistance to subject leads, economists, and lawyers to ensure PIRs are delivered in a timely and efficient manner.
  • Providing assistance in the monitoring, managing and reporting of MCA’s legislative work including facilitation of wider Department and MCA discussions on prioritisation.
  • Managing RPMO web documents including the drafting of suitable advice on MCA legislative policy.

About You

To be successful in this role you will need to have the following experience:

  • Good written and oral communication skills and proven ability in building and maintaining positive working relationships with colleagues/stakeholders at all levels.
  • Experience and understanding of regulatory and parliamentary processes.
  • An understanding of simple project management tools and an ability to convey these to others.
