The Maritime and Coastguard Agency (MCA) is seeking a Training and Technical Performance Lead. The MCA implements the government’s maritime safety policy in the UK and works to prevent the loss of life and occurrence of pollution on the coast and at sea. The UK Technical Maritime Services (UKTMS) Directorate supports this mission by inspecting and surveying ships to ensure compliance with UK and international safety, security and environmental standards. It also certifies ships and seafarers, manages the UK Ship Register, and contributes to responses involving pollution from shipping and offshore installations.

 

As a Training and Technical Performance Lead, you will lead the development and continuous improvement of digital learning and technical performance solutions across UKTMS. You will oversee learning technologies, digital content, learning management systems and supplier relationships, ensuring training is effective, compliant and aligned with organisational priorities. You’ll focus on improving workforce capability through innovative, data-led learning approaches while ensuring strong governance, value for money and effective support for the wider technical performance function.

  • Leading the development and continuous improvement of digital learning solutions, technologies and technical performance initiatives.
  • Managing learning systems and digital platforms, ensuring effective governance, compliance, accessibility and continuous service improvement.
  • Monitoring performance data and learning analytics to drive service improvements and enhance the learning experience.
  • Developing dashboards, reporting tools and performance measures to track learning effectiveness and organisational capability.
  • Overseeing procurement, supplier relationships and contract management of digital learning suppliers.

About You

To be successful in this role you will need to have the following:

  • Experience of designing and developing technical learning solutions, including digital and blended learning approaches.
  • Experience of managing learning technologies, and resources to deliver effective and value-for-money services.
  • Experience of leading projects.
  • Knowledge of procurement, contract management and information governance principles.
  • Strong analytical, stakeholder management and communication skills, with the ability to use data and insight to inform decision-making and influence outcomes.
  • Proficiency in Microsoft 365 applications, including SharePoint, Word, Excel and Power BI.
  • Relevant professional qualification or alternatively equivalent experience, in Learning and Development, Digital Learning Organisational Development or a related discipline
  • Experience of developing and delivering presentations and/or workshops
