Job description

The Probation Services team within the Ministry of Justice’s Commercial & Contract Management Directorate – part of the Government Commercial
Function – lead the end-to-end commercial lifecycle management for all
outsourced probation services. As part of this we have established the
largest dynamic purchasing system in the public sector to cover a suite of
core rehabilitation services.
This role within the Probation Services team provides an excellent
opportunity to develop your commercial skillset in a fast-paced
environment, whilst contributing to the delivery of a high-profile service
aimed at reducing reoffending in our society.

With an opportunity to drive value and create real difference within the
Probation Services team, you will be responsible for the effective
management of differing geographic regions for commercial business
partnering, and commercial guidance across the Probation landscape, and
working closely with NPS colleagues. Most importantly we are looking for
people with the right personal qualities – enthusiasm, energy, proactivity,
collaborative, prepared to work as part of a team and under their own
initiative and to be flexible and adaptable in a demanding environment.

Responsibilities

  • Working closely with stakeholders to establish effective, working
    relationships;
  • Aiding the development, management and delivery of regional co-
    commissioning plans;
  • Assisting with supplier exit and transition management;;
  • Ensuring oversight of key exit transition activities, to provide assurance
    that all obligations are being met and managed in an appropriate and
    timely manner;
  • Experience in managing complex stakeholder relationships;
  • Developing SLA [Service Level Agreements] and KPI [Key
    Performance Indicators] for the contracts being managed within the
    regions;
  • Working closely with stakeholders to establish effective, working
    relationships;
  • Working alongside Senior Commercial Manager of DF [ Dynamic
    Framework] have oversight and understanding of all contracts within
    the region being delivered for stakeholders, establishing an
    understanding of them from “Cradle to Grave”;
  • Planning and developing commercial strategies and business cases to
    meet business needs;
  • Liaising with colleagues across government to share knowledge and
    best practice;
  • Acting as a Commercial Subject Matter Expert within Regions to support RPD [Regional Probation Directors] and Head of Contract and
    Commissioning providing relevant and appropriate advice as and when
    required.

Technical skills

  • Commercial Focus – In-depth contract & supplier management knowledge that has helped deliver outstanding value for money and great commercial outcomes;
  • Builds Relationships – Proven experience influencing senior internal and external stakeholders and enhancing stakeholder relationships. Engaging effectively with users to truly understand their requirements;
  • Coaching Manager – Strong leadership ability which has developed high performing remote teams and has been used to manage projects;
  • Supplier Management – Evidence of being able to effectively support all suppliers, and play a key part in ensuring consistently excellent supplier performance;
  • Decisive – Being able to make recommendations that stand up to scrutiny, in particular experience of presenting information that helps improve processes;
  • Resilient – experience managing large workloads, and overcoming commercial challenges.
