As a Senior Commercial Category Lead, you will be responsible for the leadership and management of a small, busy and highly motivated team. You will use your understanding of public procurement regulations to deliver a commercial service of one or more categories with a value of circa £100 million. You will lead your team with a sharp focus on improving and delivering the category strategy and delivering strong commercial solutions.
Working with internal and external stakeholders, you will develop and deliver strong relationships, to deliver a clear and agreed view of the needs of the business and wider cross-government.
You will apply the standards to eliminate corruption, fraud and unethical behaviour in supply chains, taking appropriate actions in the event of any alleged breach of standards.

- Ensuring that personnel, cyber and physical risks are managed effectively throughout the contract life.
- Applying a risk mindset in managing procurements.
- Demonstrating understanding of managing complexity when making commercial decisions.
- Executing management responsibilities effectively and in line with DVSA policies and processes, working with, leading and acting as a role model for team members and colleagues in line with Civil Service Values.
- Demonstrating leadership by providing guidance to staff to support delivery of commercial objectives. Managing and engaging with honesty and integrity, and upholding the reputation of the Agency, Department and Civil Service.

Person specification
- You are a natural leader with exceptional commercial skills and experience of the procurement lifecycle within a public sector environment. This will include Strategy and Policy Development, Understanding Needs and Sourcing Options, Procurement Process and ongoing Contract and Supplier Management.
- You have experience of Crown Commercial Service (CCS) Frameworks and the current PCR/2015 Procurement Regulations.
- You have understanding of the New Procurement Act 2023.
- Additionally, you will have experience of operating in a category management environment, or a knowledge of the principles of a category management approach.
- You have a natural ability to influence and communicate with a wide range of stakeholders to facilitate strong working relationships.
- You can see the big picture and stay up to date with changing internal and external factors, understand how the work of individuals and your team contributes to the wider strategy.
Additional Information
This role can be based in Bristol, Nottingham or Swansea, your presence at one of these locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work. Our expectation is that you will spend a minimum 60% of your time at your base location. Visits to other DVSA sites or work locations count towards this.
Please find below breakdown of associated Recruitment and Retention allowance (dependant on qualification):
- £1k – if qualified to Foundation Stage of Membership of the Chartered Institute of Procurement and Supply (Level 4)
- £3k – for fully qualified to Membership of the Chartered Institute of Procurement and Supply (MCIPS – Level 6)

Please note that whilst we can accept applications for part time working, he successful candidates will be required to work a minimum of 22.2 hours per week.
