Join the Maritime and Coastguard Agency (MCA) and play a key role in shaping the future of UK maritime training and certification. Working within UK Customer Maritime Services, you will support the Head of Seafarer Standards, Growth and Innovation to develop and modernise policy, regulation, and quality assurance. This role drives innovation, engages strategically with industry stakeholders, and supports national priorities by boosting economic growth, enhancing technical expertise, and helping build a skilled, future‑ready seafarer workforce.
Top Responsibilities
- Strategic Support
Contribute to the delivery of the MCA’s Seafarers and Fishers Training Strategy, including areas such as MASS, alternative fuels, digital solutions, and modern assessment methods. Ensure policy development aligns with wider government strategies on skills, employment, and decarbonisation. - Stakeholder Engagement
Support stakeholder engagement activities across industry, training providers, unions, and government departments. Help ensure policy is co-developed, clearly communicated, and broadly supported. - Policy Development & Regulation
Assist in the development and implementation of policy and regulation for:- Merchant Seafarers (STCW and near-coastal qualifications)
- Fishers (STCW-F and domestic standards)
- Inland Waterways (Boatmasters, crew, and hours of work)
- International Representation
Support UK representation at international forums (e.g. IMO), contributing to the shaping of global standards and ensuring UK interests are reflected.

About You
To be successful in this role you will need to have the following experience:
- Strong understanding of maritime training and certification frameworks.
- Effective communicator with experience in stakeholder engagement.
- Policy development experience, ideally within a regulatory or maritime context.
- Collaborative mindset with the ability to work across teams and functions
- Commitment to quality, safety, and continuous improvement.
- Ability to represent the UK professionally in international settings
