The PLS Managers effect full back-office service relating to Courts and DVSA Enforcement personnel, from Fixed Penalties to prosecutions and any associated post-court matters. The PLS Managers work closely with Enforcement staff, Court staff and legal representatives.

The PLS Managers have the ultimate responsibility for making case decisions and ensuring that DVSA prosecutions are compliant with court procedures, legislation and DVSA policy. They will make sure that every case meets public interest and evidential tests and will uphold DVSA’s reputation as a prosecuting agency.

The role holder will use knowledge and resources and provide support, advice and guidance to colleagues with regards to a new or existing law if a question arises. They will also be responsible for conducting research that is both legal and factual to impact decisions made by the management team.

The role holder will be jointly responsible for the line management of a team of Executive Officers as PLS Team Leaders, supporting a team of Administrative Officers as PLS Case Officers and Legal Apprentices.

The role holder will ensure that each team member is aware of organisational aims and objectives and has an appreciation of how his or her work contributes to the improvement of road safety and environmental standards and to the reduction of vehicle-related crime.

They will assist with statistical analysis to look at the performance of the team, the levels of quality assurance (QA) case returns that the team has had to issue, and data to support the wider business as required.

They will provide support to the PLS Senior Manager on new and continuing initiatives, keeping them informed about PLS issues and offer support and direction as and when required.

Responsibilities include but are not limited to: 

  • In accordance with procedures, quality assure prosecution casework for onward transmission to the Magistrates’ Courts throughout England and Wales, as well as the Procurator Fiscal Service in Scotland.
  • Make decisions on how to proceed with prosecution cases.
  • Work closely with Enforcement colleagues, legal representatives and Courts concerning DVSA prosecutions.
  • Develop programmes to ensure that the team are aware of current legislation and DVSA policies on prosecution and Fixed Penalties, together with guidelines provided by legal advice and Department for Transport (DfT) submissions.
  • Manage the team’s workload to ensure that Service Level Agreements (SLA’s) are met and devise patterns of work for the office in response to changing demands.

 

Person specification

To thrive in this role, you will have experience of working in a prosecution or litigation environment and an excellent understanding of the legal system, including evidence and disclosure requirements. You have demonstrable experience of working with legal representatives and Courts. You have knowledge of Traffic Enforcement legislation and a good knowledge of Fixed Penalty procedures.

You have experience of training others and have successfully led a team. You have the ability to work as part of a team, and can comfortably collaborate with others in order to deliver results. You have excellent communication skills, both written and oral. You have excellent customer service skills and contribute to the development and continual enhancement of services.

You have good organisational skills and good analytical skills, you can spot trends and inconsistencies in data and can demonstrate high accuracy levels and attention to detail. You have good IT literacy – particularly with Word, Excel and PowerPoint. You have the ability to work flexibly and can work under pressure to meet deadlines.

If not already held, there is an expectation for the successful candidate to work towards a legal academic qualification when in post.
