Job description

The Transformation and Strategy team brings together all of our commercial policy, strategy, capability, systems and processes under a single leadership role.

The Head of Strategy reports directly into the Commercial Director – Transformation and Strategy, and will be responsible for refreshing the strategic direction for the whole of the Defence Commercial Function, ensuring it is aligned to Defence and wider Government requirements, and will also manage our wider change programmes through the Commercial Function Portfolio.

Responsibilities

  • Setting the strategic direction for the Commercial Function, ensuring it is aligned to both Defence and wider Government requirements;
  • This highly facilitative role requires excellent leadership skills, stakeholder engagement skills as well as excellent strategic, commercial and business acumen;
  • Commercial Function Strategy;
    • Assessing the direction provided by central government, the Government Commercial Function (GCF), the external environment and industry, and the implications for Defence Commercial Function Strategy
    • Developing the Commercial Function Strategy and associated Key Performance Indicators in conjunction with the Defence Commercial Leadership Team (CLT)
    • Standing up and building the maturity of a new strategy team capability;
    • Portfolio Management ;
    • Managing and governing the Defence Commercial Portfolio – to include governance, reporting, benefits tracking and activity prioritisation across the Commercial Function
    • Ensuring alignment to the wider Transformation and Strategy team by sentencing activities that fall within the Portfolio versus central commercial operations that are run under the wider Transformation and Strategy team
    • Standing up and building the maturity of a new strategy team capability;
  • Relationship Management;
    • Set up the engagement framework and work closely with the Defence Commercial Leadership Team
    • Oversight to the comms and engagement strategy across the CLT and the whole Defence Commercial Function
  • Other responsibilities;
    • Direct report to the Director of Transformation and Strategy, ensuring they are sighted on strategy, planning, portfolio management, people agenda & escalate any risks/issues as appropriate
    • Engaging with the broader Function on Commercial Function strategy, aligning to local plans and seeking feedback for T&S service offering improvements.
    •  Ongoing engagement with the Commercial Function and Commercial Leadership Teams on the wider People Agenda, covering culture, D&I, future capacity and capability;
    • Be amongst the most senior members of the Government Commercial Function and play a role in the broader commercial reform programme led by the Government Chief Commercial Officer;
    • Play a key leadership and change management role in developing a strong commercial function for the MoD and across government;

Technical skills

We’ll assess you against these technical skills during the selection process:

  • Strategy and Policy Development – Significant experience of defining function strategy and improvement activities across a diverse portfolio and focusing on outcomes, which add value whilst balancing the needs of multiple stakeholders;
  • Managing Complexity – Evidence of the ability to effectively navigate and successfully deliver in an environment of competing priorities and complex projects with multiple stakeholders;
  • Political Insight – Strong understanding of working across departmental boundaries in a complex environment. Adept at influencing senior stakeholders towards mutually agreed outcomes when priorities and positions may be difficult to reconcile;
  • Builds Relationships – Skilled and experienced in strong senior stakeholder management, building partnerships across multiple stakeholder groups, including cross departments and at Senior Civil Servant / Senior Executive level;
  • Coaching Manager – Experience of building and developing a high performing team of multi-disciplined professionals with a focus on continuous improvement and outcome based benefits
