We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our Department for Business, Energy & Industrial Strategy (BEIS) commercial team delivering departmental objectives.

Job description

The commercial team in the Department for Business, Energy and Industrial Strategy (BEIS) has more than doubled in the last 12 months. If you want to be part of a newly formed leadership team that is highly motivated to bring commercial to the heart of decision making in the department, then this role as Head of Commercial for the Cluster Matrix Programme could be the role for you.

The Matrix Portfolio has been set up to deliver the Government’s Shared Services Strategy. The programme is led by BEIS, and the Matrix Portfolio includes BEIS and 8 other Government departments. The Portfolio will design, develop, and procure the new technologies and capabilities that are required to help modernise our ‘back office’ systems. It will deliver a high quality, and good value, system and support service to help streamline the transactions and activities that underpin the way departments are run.

As Head of Commercial, you will lead the execution of the commercial strategy, using your expertise to navigate through varied, complex and interesting procurement challenges.

Responsibilities

The Matrix Portfolio has been set up to deliver the Government’s Shared Services Strategy. The programme is led by BEIS and the Matrix Portfolio includes BEIS, Department for Industry and Trade (DIT), Department for Culture Media and Sport (DCMS,) Cabinet Office (CO), The Treasury (HMT), Department for Education (DFE), Department for Health and Social Care (DHSC) and the Attorney General’s Office (AGO).

The Portfolio will design, develop, and procure the new technologies and capabilities that are required to help modernise our ‘back office’ systems. It will deliver a high quality, and good value, system and support service to help streamline the transactions and activities that underpin the way departments are run.

The Portfolio will deliver the Government’s three overarching objectives for shared services:

    • Better experience for all users – intuitive systems that are easy to use and mobile-enabled
    • Efficiency and value for money – better systems and services which support productivity and seek to reduce costs
    • Standardised processes and data – support interoperability, making it easier to understand and compare corporate data

As the Portfolio continues to grow and execute a range of deliverables, we need you to lead the execution of the commercial strategy. You will use your commercial expertise to support our team to navigate our way through the complex procurement issues that have arisen in the Programme.

You will be responsible for delivering in the following ways:

    • Lead the development of the sourcing strategy in respect of the upcoming procurements related to systems integrator, technology vendor and client-side delivery partner
    • Lead commercial discussions and gain support from commercial stakeholders representing all relevant departments
    • Lead the execution of the sourcing strategy, including leading key commercial activities such as market engagement, supplier clarifications and contract mobilisation
    • Lead drafting of procurement documentation to specification stipulated by selected CCS frameworks
    • Co-ordinate clarification questions and answers between the supplier and the Authority and other Cluster departments
    • Lead evaluation of bids and make recommendations to Commercial Directors of all relevant Departments (and/or delegates) and Programme SRO (and/or delegate)

You will be expected to have:

    • In depth experience of commercial and public sector procurement
    • Understanding of the procurement of IT/technical related goods and services
    • Knowledge of agile and experience of digital frameworks procurement
    • Experience of developing successful strategies providing professional guidance to organisation and stakeholders
    • Understanding of cost and pricing models
    • Ability to evaluate costs by comparison with industry standards, benchmarking and understand cost modelling concepts
    • Understanding of Social Value and sustainability risks and opportunities associated with sourcing decisions
    • Ability to identify options and recommendation to achieve agreements with internal and external stakeholders
    • Ability to use selection and award criteria commonly applied when sourcing requirements from external suppliers and evidence how supplier bids are evaluated against these criteria
    • Experience of Pre- procurement and early market engagement intelligence (may be finished by time person is on board
    • Experience with negotiating and managing complex contracts

Technical skills
