We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our DCMS commercial team delivering departmental objectives.

Job description

Your expertise will be used to strengthen and nurture commercial capability in governance and assurance across the central team. You will draw upon your proficiency in public contract regulations, awareness of state aid / grants processes and you will have responsibility for ‘enabling’ and ‘best practice’ using your relationship building & influencing skills. Your portfolio will include a broad range of internal and external senior clients who will rely on your successful procurement & contract management knowledge.

  • Leading on the implementation and delivery of commercial assurance and governance, ensuring commercial and procurement matters are designed and delivered to support the DCMS policy requirements in the Core Commercial Team. You also be will supporting the BDUK programme;
  • Developing, implementing and embedding the DCMS Assurance framework for the BDUK programme, including the assessment of current assurance practices, designing the Target Operating Assurance Model and assuring its implementation and outputs;
  • Shaping design, implementation and delivery of other commercial and procurement projects, working with commercial, finance colleagues and business areas, ensuring commercial and procurement matters are designed and delivered to support the DCMS policy requirements;
  • Working autonomously and reporting in a matrix environment. You will be engaging and influencing stakeholders across the DCMS, Arm’s Length Bodies, other government departments, and the private sector community to support the commercial strategy and associated delivery;
  • Challenging and holding stakeholders to account, creating an environment that acts as a catalyst for continuous improvement; helping us to develop innovative commercial solutions to meet Departmental objectives and increase efficiency;
  • Managing effectively and working within the department’s commercial & procurement team with a high degree of technical competence;
  • Developing the capability of all those you manage; valuing difference to deliver results, inspiring people, actively promoting DCMS values, planning and overseeing the professional development and training to build a high performance with outstanding commercial capability;
  • Driving the implementation of commercial policies and processes across the department;
  • Steering leadership and change management to develop a strong commercial function for the DCMS;
  • Working collaboratively with colleagues from across government to innovate, improve our policies and processes, supporting and championing these ensuring stakeholder engagement;
  • Supporting the Department’s work with the Government Commercial Function and Crown Commercial Service in the implementation of key commercial priorities within DCMS and across the department’s NDPB community;

Technical skills

We’ll assess you against these technical skills during the selection process:

  • Assertive – Demonstrate experience of operating and delivering results in a senior environment, securing value for money, good procurement planning and outstanding commercial decisions;
  • Risk Mindset – Evidence of your commercial acumen and knowledge to resolve complex commercial problems and identify risks; Experience of the telecoms market is beneficial although not a prerequisite;
  • Decisive – Be able to operate with autonomy, working flexibly and innovatively with policy and programme delivery colleagues;
  • Commercial Focus – Evidence of commercial assurance & acumen from programme conception through delivery to assuring successful commercial outcomes in compliance environment commensurate to Managing Public Money and government best practice;
  • Resilient – Influencing at very senior levels to deliver successful commercial outcomes in an environment with conflicting programme priorities whilst advocating commercial policy;
  • Coaching Manager – Empathic leadership with proven experience developing high performing commercial capability in a team, inspiring and creating a shared sense of purpose whilst valuing difference;
  • Understanding Sourcing Needs – Experience delivering and negotiating value for money on major projects, challenging commercial business cases and sourcing strategies. Some knowledge or experience of the Telecoms market is helpful;
