Job description

As our Finance Manager you will be responsible for ensuring effective operation and delivery of tasks and services that are delivered in line with the Agency’s business requirements, whilst supporting business improvements, efficiency process changes and new initiatives and projects. You will undertake a key financial role in a fast-paced environment, providing day to day financial advice to our stakeholders.

We have 2 Finance Manager opportunities within Finance Operations Unit. Each will manage a small team and responsibilities will be the same but there are two teams that we are appointing into, the difference being the payment methods you will be working with.

Finance Operations Order to Cash

  • This role is responsible for the collection of £580 million in Direct Debit payments from commercial customers per annum. Manages the sales ledger and has line management responsibility of the Order to Cash team.

Finance Operations Reconciliation

  • This role is responsible for the collection of £4 billion in card payments and the reconciliation of £8.2 billion in payments per annum. Manages Merchant Acquirer contract and has line management responsibility of the Reconciliation team.

This is a fantastic opportunity to develop your financial skills and experience and enhance your knowledge. You’ll have exposure to a wide range of stakeholders, enabling you to build relationships internally and externally.

We will help you to excel in your role. You will be trained on legislation and policies such as employment law and health and safety, so that you can confidently ensure your team can work with these effectively.

You will be supported to develop line management skills to enable you to become a strong team leader.

On an annual basis, we provide the opportunity for team members to apply to undertake an AAT qualification.


Your Responsibilities will include, but are not limited to:

  • Leading a team to support the achievement of targets and changes.
  • Ensuring all systems are updated and reports produced where necessary.
  • Providing business knowledge to programmes, projects, and units.
  • Providing advice and information to Internal & External customers, building and maintaining strong and trusted relationships with a wide range of stakeholders.

Additional Information

This role will be based in Swansea, and we will be operating a hybrid working model that allows you to work between home and on-site giving you greater flexibility about where and when you work, subject to business needs and this also allows for ongoing support, development, and collaboration with colleagues.

Therefore, the expectation is that you will spend a minimum of 60% of your working time based at your principal workplace (DVLA). We would encourage you to discuss the working arrangements for this role with us during the recruitment process.

Person specification

  • To be successful in this role, you will have experience of working within a finance environment, and you will have managed change in a financial setting.
  • You are organised and have excellent numerical, analytical and logical problem-solving skills.
  • You pay great attention to detail to ensure information is accurate and consistent.
  • With your excellent written and verbal communication skills, you will have the ability to adapt your delivery to suit a wide variety of audiences, maximising both impact and understanding.
  • You can use your excellent stakeholder management skills to build trusted relationships at all levels internally and externally.
  • You will display confidence and the credibility to support, listen and challenge and present complex financial information to a wide audience.
  • You will have the capability to prioritise and handle challenging demands, working under pressure to deliver results against deadlines.
