Job description
The purpose of the role is to provide leadership to the Group Management Team (GMT), supporting the operational delivery of the DfT Total Facilities Management (TFM) contract through our Service Provider ensuring best value and fit for purpose for our stakeholders and customers across multiple business units. To act as an escalation, point for all contractual, commercial, and statutory matters arising from the contract whilst driving forward standards, enhancing value and promoting a positive working culture and relationship with both service users and the Service Provider.
The TFM Head of Group Management will report to the Head of Group TFM, and line manage the TFM Commercial and Contractual Assurance Manager and the TFM Health and Safety Compliance Manager with oversight of the wider GMT.
Responsibilities include but are not limited to:
Leadership and Management
- The role holder will be responsible for the day-to-day leadership and management of the GMT, as well as being required to support and at times deputise for the service manager. The role holder will also be required to lead and create a strong, collaborative and effective working environment across the all parties to the federated model including other DfT teams, agencies, and external suppliers. They will be an ambassador for the department, role modelling our values and behaviours as they drive an effective and compliant TFM model across the estate.
Service Delivery
- The role holder will work collaboratively and in partnership with the service provider and business unit delegated service managers to ensure that the contract is performing at the required level and will be the driving force of continuous improvement across the estate. They will be responsible for the contract management plan and ensure that government functional standards are embedded within it.
Risk Management
- The role holder will manage the TFM contract risk register and provide oversight of the NEC early warning / risk reduction process, ensuring that contractual responsibilities are adhered to by all parties. They will carry out scenario planning exercises and lead group wide risk reduction meetings.
Stakeholder Management
- The role holder will need to build and maintain strong stakeholder relationships with the supplier, business units and customers. They will be the key point of escalation for day-to-day contractual or performance issues, queries and disputes. There will also be a requirement to manage senior stakeholder relationships and lead the monthly TFM Forum.
Contract Management
- The role holder will act as the contract manager for the contract management software (CEMAR) and contract and asset management system (RAMM leading on its performance ensuring customer expectations are met.

To be successful in this role you will have:
- The ability to Understand and apply contractual knowledge and best practice to ensure the TFM contract provides a viable, consistent, and reliable service for all users across a diverse 850+ site estate.
- A high level of customer service experience at a senior level.
- The ability to compile, assimilate, distil, and interpret a wide range of data, evidence, and opinions to form a sound and compelling argument to inform coherent decision making.
Additional Information:
A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
There may be occasions where you will be required to travel to other DfT offices and attend meetings and visits around the UK.
