We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our HMRC commercial team delivering departmental objectives.

Job description

The main focus of these 4 positions is to ensure that suppliers and contracts are managed proactively to reduce risk and maximise value through the effective management of core commercial contract management practices.
From a role overview perspective, the main elements of these positions will involve:

    • Developing and delivering contract management strategies and working practices to support delivery of HMRC and Cabinet Office objectives, considering market developments and corporate social responsibilities;
    • Carrying out all commercial contract management activities for assigned supplier(s); typically tier 1 or 2 in order to deliver in-contract benefits, and additional benefit;
    • Leading and/or supporting negotiations on contracts (including contract variations/extensions) to deliver business objectives and improve value;
    • Identifying, building and maintaining key stakeholder relationships required to implement contract management strategies to support the delivery of HMRC business initiatives;
    • Engaging effectively with existing suppliers to foster strategic relationships, supporting the SRM process and informing current or future commercial strategies;
    • Protecting HMRC from supplier failure and reputational damage by undertaking supply chain risk management identifying benefits and opportunities.


    • Develop the team plans to deliver the relevant aspects of the CCM Strategies to maximise VFM and manage risk;
    • Develop, maintain and operate supplier and contract management framework (contract management plans) and ensure all activities are carried out to the required frequency and depth (e.g. Open Book, Segmentation, due diligence checks);
    • Work with key stakeholders to ensure their business strategies take account of market developments and support them in the exit or transition of existing contracts;
    • Deliver in-contract and additional benefits, leading continuous improvement initiatives;
    • Business level reporting, dashboards and key metrics and initiatives in place for your area;
    • Act as a key point of escalation to resolve critical supplier/supply chain issues. Provide support where requested;
    • Risk Management – responsible for providing assurance that risk are identified, addressed and/or escalated for your area. Maintaining comprehensive contingency plans with appropriate supply chain mapping;
    • Ensure and assure Supply Chain Assurance is embedded into working practices;
    • Support the business in undertaking supplier performance management i.e. where there is persistent and critical supplier failure, and to promote best practice;
    • Conduct supplier relationship management for Tier 2 and 3 suppliers where appropriate. Support Tier 1 activities if required;
    • Work with Category Leadership and Sourcing team members to develop and maintain a pipeline of opportunities and anticipate downstream contract expiry dates (SAP Ariba) and ensure early involvement of CCM in specification and contract development;
    • Maintain, operate and assure standard contract management policies, processes and systems which align to NAO and Cabinet Office best practice are carried out.

Technical skills

  • Builds Relationships – The ability to build relationships with a wide range of senior internal & external relationships, demonstrable experience of improving relationships that has led to commercial improvements;
  • Coaching Manager – Experience leading and supporting commercial teams, the ability to support individuals through professional development that leads to more effective commercial processes;
  • Contract and Supply Management – Experience overseeing a range of complex contracts, with a track record of working effectively with suppliers to improve supplier performance.
