Job description

Your role within the Seafarer Training and Certification Branch will be to assess applications from seafarers for marine examinations, leading to the issue of a Certificate of Competency or Flag State Endorsement. You will provide related advice and assistance to applicants and existing Certificate holders.

This is partly a customer-facing role where you will help deliver a high customer service level, ensuring that all certificates issued comply with relevant legislative requirements and are issued accurately and on time.

You will contribute and provide support for other administrative tasks and will be called upon to assist other teams with their workloads when required.

This role will be based in Southampton HQ. There will be a business requirement for post holder to be based in the office for a set number of days per week. At present we are operating a hybrid working approach due to the ongoing Covid-19 situation. Details of this arrangement will be discussed further with your line manager.


Your responsibilities will include, but are not limited to:

  • Assessing and processing applications to enable seafarers to sit Merchant Navy Yacht and Fishing Vessel Deck and Engineer oral examinations. Requesting further information where necessary.
  • Issuing appropriate notices of eligibility (NOE) or notices of assessment (NOA) or assisting with the issue of the Letters of Initial of Assessment (LIA) to seafarers who are eligible to sit an oral examination. Notifying seafarers who are not eligible to sit an oral examination.
  • Issuing Certificates of Competency/Equivalent Competency to seafarers who meet the qualification criteria.
  • Answering telephone enquiries and replying to written enquiries relating to the certification of seafarers.

You will have excellent organisational skills and time management skills with the ability to meet deadlines and prioritise a conflicting workload. You take great pride in your work and your attention to detail is second to none.

You will have strong communication skills and can communicate effectively both verbally and in writing. You can deliver information in a clear, confident, professional manner. You will have excellent IT skills and a demonstrable knowledge in the use of Microsoft packages, in particular Microsoft Excel and Word.

You are an effective multi-tasker, who is proactive in developing your skills and knowledge, so you can support the wider business in meeting its objectives. You will be team player with the ability to work on your own initiative and under pressure.
