Job summary

The Approved Driving Instructor (ADI) and Compulsory Basic Training (CBT) Enforcement Delivery Manager’s role is to provide leadership and management to a team of Enforcement Team Leaders. The post holder is responsible for teams that are geographically dispersed and operating across the UK. This role also incorporates the management of the Delegated Examiner Scheme and the Compliance Team.

The ADI / CBT Enforcement Delivery Manager will lead on the development and performance management for the ADI and CBT Enforcement Managers, ensuring that they deliver a quality service to customers while meeting Business Plan and targets. They will ensure regular quality control activities are undertaken within their teams.

The job holder is responsible for implementing at a national level, all relevant DVSA policy(s) to facilitate the achievement of own objectives and also the wider DVSA objectives e.g. reducing the burden on customers/industry as well as using evidence-based information to challenge ways of working and policy implementation where these are inefficient or burdensome.

The job holder will act as the lead manager in ADI / CBT Enforcement, leading business change initiatives, supporting their senior manager in the realisation of benefits, and representing the Agency with all relevant stakeholders.

The job holder will be a role model to engender a culture of engagement, fairness, inclusion, and continuous improvement. They will develop their team’s potential and guide their activities to ensure delivery of high quality, efficient and effective services that meet customer’s needs and delivers the achievement of Business Plan targets and standards; always looking for value for money and consistency of service. They will lead and implement change within their team and ensure concerns from customers and stakeholders are dealt with at the appropriate level to DVSA expectations.

  • Dealing with internal and external stakeholders in a timely and customer centric way.
  • Leading and implementing change to improve ways of working and the service we offer.
  • Ensuring the business plan targets are met while maintaining the wellbeing of the team.

Person specification

To be successful in this post, the following essential experience is required:

  • A  proven in-depth knowledge and understanding of driver training, testing processes and wider aspects of road safety across all ADI categories, including Fleet inspections, and LGV testing and training.
  • Experience of presenting to groups both internal, external and dealing with the Trade/Media.
  • An operational leader with experience of successfully engaging and managing remote or dispersed teams.
  • Proven experience of meeting demanding performance targets to time, cost and quality and a track record of acting swiftly to ensure performance remains on track.
  •  Experience of staff engagement and delivering change

Additional Information

This role can be based at any UK DVSA Office location, subject to capacity at the location. Where your presence at one of the locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work.

During your application, you should indicate which location(s) you wish to be considered for and, if successful, you will be placed on an individual list of candidates for each location. We operate a hybrid working model giving you greater flexibility about where and when you work. Our expectation is that you will spend a minimum 60% of your time at your base location. Visits to other DVSA sites or work locations count towards this.

The ability to travel is essential with frequent travel on official business with regular overnight stays.

There may be an occasional requirement to work late evening or weekends to support acitivites – you will be paid overtime to cover this work as agreed.
